At the beginning of the 1920s, the Reichsbahn needed powerful electric locomotives for express train service on the Bavarian network around Munich, which was being planned. Since the first locomotives with the new Buchli type single-axle drive were proving very successful in Switzerland at the same time with the Ae 3/6 I series, the first machines of a much heavier design were ordered in 1922. The locomotives, which could reach 120 km/h, achieved an hourly output of 2,340 kW. In the first years of operation, the E 16's tasks included the high-quality express trains departing from Munich. They mostly pulled the express and fast trains in Bavaria and to Austria.
